發改委發文:系統推進水資源價改 進一步完善污水處理收費機制
近(jin)日(ri),發改(gai)委(wei)發布《關于“十四(si)五”時(shi)期深化(hua)價(jia)(jia)(jia)格(ge)機(ji)制(zhi)改(gai)革(ge)行(xing)動方案(an)的(de)通知》,其中重點關注了供水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)格(ge)、污水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)(li)費等內(nei)容(rong)。《行(xing)動方案(an)》在(zai)促進(jin)水(shui)(shui)(shui)(shui)(shui)(shui)資源節(jie)(jie)約和水(shui)(shui)(shui)(shui)(shui)(shui)環境保護方面,具有極大的(de)推(tui)(tui)動意義。發改(gai)委(wei)有關負(fu)責同志在(zai)接(jie)受(shou)記者采訪時(shi)表示,我國是一(yi)個(ge)水(shui)(shui)(shui)(shui)(shui)(shui)資源嚴重短缺(que)的(de)國家,人(ren)均(jun)水(shui)(shui)(shui)(shui)(shui)(shui)資源量(liang)僅為(wei)世界平(ping)均(jun)水(shui)(shui)(shui)(shui)(shui)(shui)平(ping)的(de)四(si)分之一(yi)左(zuo)右(you)。為(wei)推(tui)(tui)動節(jie)(jie)水(shui)(shui)(shui)(shui)(shui)(shui)減排,“十三五”以來,國家深入(ru)推(tui)(tui)進(jin)農業(ye)水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)綜合(he)改(gai)革(ge),促進(jin)農業(ye)節(jie)(jie)水(shui)(shui)(shui)(shui)(shui)(shui),目前累(lei)計(ji)實施面積已超(chao)過(guo)4.3億畝;完善(shan)城鎮供水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)格(ge)機(ji)制(zhi),引導高耗水(shui)(shui)(shui)(shui)(shui)(shui)行(xing)業(ye)和用(yong)水(shui)(shui)(shui)(shui)(shui)(shui)大戶節(jie)(jie)水(shui)(shui)(shui)(shui)(shui)(shui);健全污水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)(li)收費政策,超(chao)過(guo)90%的(de)設(she)市城市污水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)(li)(li)費標準已基本覆蓋成本并合(he)理(li)(li)(li)(li)盈利。

各省、自治區、直轄市、新疆生產建(jian)設兵(bing)團發展改(gai)革委:
為深入貫(guan)徹黨的十九屆(jie)五中全會精神和“十四五”規劃《綱要(yao)》部署,深化“十四五”時期重點(dian)領域價格機制(zhi)改革(ge),制(zhi)定本行(xing)動方案。
一、總體要求
以(yi)習近(jin)平新(xin)時代中(zhong)國特色社會主(zhu)義思想為(wei)(wei)指導,深(shen)入貫徹黨的十九大和十九屆二中(zhong)、三中(zhong)、四中(zhong)、五(wu)中(zhong)全會精神,立足(zu)新(xin)發展(zhan)階段,貫徹新(xin)發展(zhan)理(li)念(nian)(nian),構(gou)建新(xin)發展(zhan)格(ge)(ge)局(ju),堅(jian)持穩(wen)中(zhong)求(qiu)進(jin)工作(zuo)總(zong)基調,以(yi)推(tui)動高質(zhi)量發展(zhan)為(wei)(wei)主(zhu)題(ti),以(yi)深(shen)化(hua)供給側結(jie)構(gou)性改革(ge)為(wei)(wei)主(zhu)線,以(yi)改革(ge)創新(xin)為(wei)(wei)根本動力,以(yi)滿足(zu)人民日(ri)益(yi)增長的美好生(sheng)活需要為(wei)(wei)根本目(mu)的,統(tong)籌發展(zhan)和安全,堅(jian)持市場化(hua)方向,堅(jian)持系統(tong)觀念(nian)(nian),重點圍(wei)繞助力“碳達峰、碳中(zhong)和”目(mu)標實現(xian),促進(jin)資源節約和環(huan)境保(bao)(bao)護(hu),提(ti)升公共服務(wu)供給質(zhi)量,更好保(bao)(bao)障(zhang)和改善民生(sheng),深(shen)入推(tui)進(jin)價格(ge)(ge)改革(ge),完善價格(ge)(ge)調控機制,提(ti)升價格(ge)(ge)治理(li)能力,確保(bao)(bao)價格(ge)(ge)總(zong)水平在(zai)合(he)理(li)區(qu)間運行。
到2025年(nian),競爭性領域(yu)和環(huan)節價格(ge)主要由市場決定,網絡型(xing)自然壟斷環(huan)節科學(xue)定價機(ji)(ji)制(zhi)全面確(que)立(li),能源資源價格(ge)形成機(ji)(ji)制(zhi)進(jin)一步完善,重要民(min)生商品(pin)價格(ge)調控機(ji)(ji)制(zhi)更加健全,公共服務(wu)價格(ge)政策(ce)基本(ben)(ben)完善,適應(ying)高(gao)質量發展要求的(de)價格(ge)政策(ce)體系(xi)基本(ben)(ben)建立(li)。
二、加(jia)強和改(gai)進價格調控
(一)健全監(jian)測(ce)(ce)預(yu)(yu)測(ce)(ce)預(yu)(yu)警(jing)體系(xi)。運用現代信(xin)息(xi)技術,健全價格(ge)監(jian)測(ce)(ce)預(yu)(yu)測(ce)(ce)預(yu)(yu)警(jing)系(xi)統,完善(shan)價格(ge)監(jian)測(ce)(ce)分(fen)析(xi)制度和(he)風(feng)險預(yu)(yu)警(jing)框架。動態(tai)跟蹤分(fen)析(xi)國(guo)內外市場形勢,一體監(jian)測(ce)(ce)重點商品生產、運輸、銷售(shou)、成本、價格(ge)動態(tai),加強(qiang)綜合研(yan)判和(he)趨勢分(fen)析(xi),強(qiang)化風(feng)險評估(gu)和(he)預(yu)(yu)測(ce)(ce)預(yu)(yu)警(jing)。深化與行業(ye)協會、市場機構合作,提升分(fen)析(xi)預(yu)(yu)測(ce)(ce)科學(xue)性。
(二)加強(qiang)重要(yao)(yao)民(min)生商(shang)(shang)品價格(ge)調(diao)(diao)控(kong)(kong)。落實(shi)完善(shan)重要(yao)(yao)民(min)生商(shang)(shang)品價格(ge)調(diao)(diao)控(kong)(kong)機制(zhi)的要(yao)(yao)求,堅持“調(diao)(diao)高(gao)”與“調(diao)(diao)低”并重,注重預(yu)調(diao)(diao)微調(diao)(diao),完善(shan)突發應急調(diao)(diao)控(kong)(kong)機制(zhi),提升調(diao)(diao)控(kong)(kong)能力(li),有(you)效保障糧油肉(rou)蛋菜果奶(nai)等供應,防(fang)止價格(ge)大起(qi)大落。建立價格(ge)區間調(diao)(diao)控(kong)(kong)制(zhi)度,健全以儲備(bei)調(diao)(diao)控(kong)(kong)、進出口調(diao)(diao)節(jie)(jie)為主的調(diao)(diao)控(kong)(kong)手段,加強(qiang)生豬等重要(yao)(yao)民(min)生商(shang)(shang)品逆周期調(diao)(diao)節(jie)(jie)。強(qiang)化價格(ge)與補貼、儲備(bei)、保險、金(jin)融等政策的協同聯動(dong)。
(三(san))堅持(chi)并(bing)完(wan)善(shan)價(jia)格支持(chi)政策(ce)(ce)(ce)(ce)。堅持(chi)稻谷、小麥最低收(shou)購價(jia)政策(ce)(ce)(ce)(ce)框(kuang)架不(bu)動搖(yao),著力增強(qiang)政策(ce)(ce)(ce)(ce)靈活性和彈性,合(he)理調整最低收(shou)購價(jia)水平(ping),切實(shi)保護農民利(li)益和種糧積極性,確保口(kou)糧生產穩定,同時(shi)充分發(fa)揮(hui)市(shi)場(chang)機(ji)制作用,促進(jin)優(you)質優(you)價(jia)。完(wan)善(shan)棉(mian)花目標價(jia)格政策(ce)(ce)(ce)(ce),健(jian)全風(feng)險分擔機(ji)制,合(he)理調整棉(mian)花目標價(jia)格水平(ping),繼(ji)續探索可持(chi)續的(de)新型支持(chi)政策(ce)(ce)(ce)(ce)。進(jin)一步加強(qiang)農產品(pin)成本調查工作,為制定價(jia)格政策(ce)(ce)(ce)(ce)提供支撐。
(四(si))做好(hao)大(da)(da)宗(zong)商品價(jia)(jia)格異(yi)動應對(dui)。加強對(dui)鐵(tie)礦石、銅、原(yuan)油(you)、天然氣、玉(yu)米、大(da)(da)豆、食(shi)用油(you)等(deng)大(da)(da)宗(zong)商品市場動態和價(jia)(jia)格形勢的跟蹤(zong)分析,深入研判輸入性影響,及時提出(chu)儲備、進(jin)出(chu)口(kou)、財稅、金(jin)融(rong)等(deng)綜合調控措(cuo)施(shi)建議,推動有關方面做好(hao)保(bao)供穩價(jia)(jia)工作。
(五)強(qiang)(qiang)化(hua)市場預(yu)期(qi)(qi)管(guan)理(li)(li)(li)。建立(li)完善預(yu)期(qi)(qi)管(guan)理(li)(li)(li)制度。聚焦(jiao)價(jia)(jia)格總水平(ping)和重點商品,提高預(yu)期(qi)(qi)管(guan)理(li)(li)(li)的(de)前瞻性和預(yu)見性;創新豐富(fu)預(yu)期(qi)(qi)管(guan)理(li)(li)(li)手段,通過解讀市場基本面(mian)的(de)積極變化(hua)、政(zheng)府保供穩(wen)價(jia)(jia)舉措等,強(qiang)(qiang)化(hua)政(zheng)府與(yu)(yu)市場雙向(xiang)溝(gou)通與(yu)(yu)信息交流,釋放正面(mian)信號,合理(li)(li)(li)引(yin)導(dao)市場預(yu)期(qi)(qi)。規范價(jia)(jia)格指數(shu)編制發布(bu)行為。
三、深入推進能源價格改革(ge)
(六(liu))持(chi)續(xu)深化(hua)(hua)電(dian)(dian)(dian)價(jia)(jia)改(gai)革。進一(yi)步(bu)完(wan)(wan)(wan)善省(sheng)級電(dian)(dian)(dian)網(wang)(wang)、區域電(dian)(dian)(dian)網(wang)(wang)、跨(kua)省(sheng)跨(kua)區專項工程、增量配(pei)電(dian)(dian)(dian)網(wang)(wang)價(jia)(jia)格形成機制(zhi)(zhi),加快(kuai)理順輸配(pei)電(dian)(dian)(dian)價(jia)(jia)結構。持(chi)續(xu)深化(hua)(hua)燃(ran)煤發電(dian)(dian)(dian)、燃(ran)氣發電(dian)(dian)(dian)、水電(dian)(dian)(dian)、核電(dian)(dian)(dian)等上網(wang)(wang)電(dian)(dian)(dian)價(jia)(jia)市場(chang)化(hua)(hua)改(gai)革,完(wan)(wan)(wan)善風電(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)、抽水蓄能價(jia)(jia)格形成機制(zhi)(zhi),建立新型(xing)儲(chu)能價(jia)(jia)格機制(zhi)(zhi)。平穩推進銷(xiao)售(shou)電(dian)(dian)(dian)價(jia)(jia)改(gai)革,有序推動(dong)經營(ying)性電(dian)(dian)(dian)力(li)用戶(hu)進入電(dian)(dian)(dian)力(li)市場(chang),完(wan)(wan)(wan)善居民階(jie)梯電(dian)(dian)(dian)價(jia)(jia)制(zhi)(zhi)度(du)。
(七)不斷完(wan)善綠色電(dian)(dian)價政(zheng)策。針對(dui)高(gao)耗能、高(gao)排(pai)放(fang)行業,完(wan)善差別電(dian)(dian)價、階梯電(dian)(dian)價等綠色電(dian)(dian)價政(zheng)策,強化與產業和環保政(zheng)策的協同(tong),加大實施力度(du),促進節能減(jian)碳。實施支(zhi)持性(xing)電(dian)(dian)價政(zheng)策,降低岸電(dian)(dian)使用(yong)服(fu)務費,推(tui)動長江經濟帶沿(yan)線港口全面使用(yong)岸電(dian)(dian)。
(八)穩(wen)步推(tui)(tui)進石油天(tian)然氣(qi)價(jia)格改(gai)革(ge)。按照(zhao)“管住中間、放(fang)開(kai)兩頭”的改(gai)革(ge)方向(xiang),根據天(tian)然氣(qi)管網等基(ji)礎設施(shi)獨立運營及勘探(tan)開(kai)發、供氣(qi)和銷售(shou)主體多元化(hua)進程,穩(wen)步推(tui)(tui)進天(tian)然氣(qi)門站價(jia)格市(shi)場(chang)化(hua)改(gai)革(ge),完(wan)善(shan)終端銷售(shou)價(jia)格與采(cai)購成(cheng)(cheng)本聯動機(ji)(ji)(ji)制(zhi)。積極協調推(tui)(tui)進城鎮燃氣(qi)配(pei)送網絡公平開(kai)放(fang),減少(shao)配(pei)氣(qi)層級,嚴(yan)格監管配(pei)氣(qi)價(jia)格,探(tan)索推(tui)(tui)進終端用戶銷售(shou)價(jia)格市(shi)場(chang)化(hua)。結合國內外能(neng)源市(shi)場(chang)變化(hua)和國內體制(zhi)機(ji)(ji)(ji)制(zhi)改(gai)革(ge)進程,研究完(wan)善(shan)成(cheng)(cheng)品油定價(jia)機(ji)(ji)(ji)制(zhi)。
(九)完(wan)善(shan)天然氣管(guan)(guan)(guan)(guan)道運(yun)輸價格形成機(ji)(ji)制。適(shi)應“全國一張網”發展方向(xiang),完(wan)善(shan)天然氣管(guan)(guan)(guan)(guan)道運(yun)輸價格形成機(ji)(ji)制,制定出臺新的天然氣管(guan)(guan)(guan)(guan)道運(yun)輸定價辦法,進一步健全價格監(jian)管(guan)(guan)(guan)(guan)體系,合理制定管(guan)(guan)(guan)(guan)道運(yun)輸價格。
四(si)、系統推進水資源價格改(gai)革(ge)
(十)創新完善水利(li)(li)工(gong)(gong)程供(gong)(gong)水價(jia)格形成(cheng)(cheng)機(ji)(ji)制(zhi)。建(jian)立健全有利(li)(li)于促進水資(zi)源節約和水利(li)(li)工(gong)(gong)程良性運行、與投融資(zi)體制(zhi)相(xiang)適應(ying)的水利(li)(li)工(gong)(gong)程水價(jia)形成(cheng)(cheng)機(ji)(ji)制(zhi)。科學(xue)核(he)定(ding)(ding)(ding)定(ding)(ding)(ding)價(jia)成(cheng)(cheng)本,合理確定(ding)(ding)(ding)盈利(li)(li)水平,動態調整水利(li)(li)工(gong)(gong)程供(gong)(gong)水價(jia)格。鼓勵有條(tiao)件的地區實(shi)行供(gong)(gong)需雙(shuang)方(fang)協商定(ding)(ding)(ding)價(jia)。積極(ji)推(tui)動供(gong)(gong)需雙(shuang)方(fang)在項目前期工(gong)(gong)作階段簽(qian)訂(ding)框(kuang)架協議(yi)、約定(ding)(ding)(ding)意(yi)向(xiang)價(jia)格,推(tui)進供(gong)(gong)水工(gong)(gong)程投融資(zi)體制(zhi)機(ji)(ji)制(zhi)改革。
(十一(yi))深(shen)入推進(jin)農業(ye)水(shui)(shui)價綜合(he)(he)改革。以完(wan)善農業(ye)水(shui)(shui)價形成(cheng)機(ji)制(zhi)(zhi)為抓手,積極(ji)推行分類、分檔水(shui)(shui)價,統籌推進(jin)精(jing)準補貼和(he)節水(shui)(shui)獎(jiang)勵機(ji)制(zhi)(zhi)、工程建(jian)設(she)和(he)管護機(ji)制(zhi)(zhi)、終端(duan)用水(shui)(shui)管理(li)機(ji)制(zhi)(zhi)健(jian)全和(he)落實。堅持“先建(jian)機(ji)制(zhi)(zhi)、后建(jian)工程”,合(he)(he)理(li)安排進(jin)度,2025年基本實現改革目標(biao)。合(he)(he)理(li)界定水(shui)(shui)權,創(chuang)新完(wan)善水(shui)(shui)權交(jiao)(jiao)易機(ji)制(zhi)(zhi),推進(jin)市場化交(jiao)(jiao)易,推動節約的農業(ye)水(shui)(shui)權向城市和(he)工業(ye)用水(shui)(shui)轉(zhuan)讓。
(十二)持續深化城鎮(zhen)供水(shui)(shui)價(jia)(jia)格(ge)改革。建立健(jian)全激勵(li)提升供水(shui)(shui)質量(liang)、促進節約用(yong)水(shui)(shui)的(de)價(jia)(jia)格(ge)形成和動態調整機(ji)制(zhi)(zhi),合理制(zhi)(zhi)定(ding)城鎮(zhen)供水(shui)(shui)價(jia)(jia)格(ge)。完善居(ju)民(min)階梯水(shui)(shui)價(jia)(jia)制(zhi)(zhi)度,適度拉大分檔差價(jia)(jia)。結合計劃用(yong)水(shui)(shui)與(yu)定(ding)額用(yong)水(shui)(shui)管理方(fang)式,有(you)序推進城鎮(zhen)非居(ju)民(min)用(yong)水(shui)(shui)超定(ding)額累進加價(jia)(jia)制(zhi)(zhi)度,在具備(bei)條件的(de)高耗水(shui)(shui)行業率先(xian)實施。鼓勵(li)探索建立城鎮(zhen)供水(shui)(shui)上下(xia)游價(jia)(jia)格(ge)聯(lian)動機(ji)制(zhi)(zhi)。
(十三)進一(yi)步完善污(wu)(wu)(wu)(wu)(wu)水(shui)處(chu)理(li)(li)收費(fei)機(ji)制(zhi)。結合污(wu)(wu)(wu)(wu)(wu)水(shui)處(chu)理(li)(li)排放標準提高情(qing)況,將收費(fei)標準提高至補償污(wu)(wu)(wu)(wu)(wu)水(shui)處(chu)理(li)(li)和污(wu)(wu)(wu)(wu)(wu)泥無害化處(chu)置成(cheng)(cheng)本且合理(li)(li)盈利的水(shui)平,并建(jian)立(li)動態調整機(ji)制(zhi)。鼓勵通過政(zheng)府(fu)購買服(fu)務,以招(zhao)投(tou)標等市場化方式確定污(wu)(wu)(wu)(wu)(wu)水(shui)處(chu)理(li)(li)服(fu)務費(fei)水(shui)平,建(jian)立(li)與處(chu)理(li)(li)水(shui)質(zhi)、污(wu)(wu)(wu)(wu)(wu)染物削減量等掛鉤(gou)的污(wu)(wu)(wu)(wu)(wu)水(shui)處(chu)理(li)(li)服(fu)務費(fei)獎懲機(ji)制(zhi)。鼓勵已建(jian)成(cheng)(cheng)污(wu)(wu)(wu)(wu)(wu)水(shui)集(ji)中處(chu)理(li)(li)設(she)施的農(nong)(nong)村(cun)地區,探索建(jian)立(li)農(nong)(nong)戶付(fu)費(fei)制(zhi)度。
五、加(jia)快公共(gong)服(fu)務價(jia)格改革
(十四)健全公(gong)用(yong)事(shi)業(ye)價(jia)格機制。認真落實關于清理(li)規(gui)(gui)范(fan)城鎮(zhen)供(gong)水(shui)供(gong)電供(gong)氣供(gong)暖行業(ye)收(shou)(shou)(shou)費(fei)(fei)促進行業(ye)高(gao)質量發展(zhan)的(de)意見,清理(li)取消不合理(li)收(shou)(shou)(shou)費(fei)(fei),加快完善價(jia)格形成(cheng)機制,嚴格規(gui)(gui)范(fan)價(jia)格收(shou)(shou)(shou)費(fei)(fei)行為。推動(dong)(dong)縣(xian)級以上地(di)方政府(fu)建(jian)立生(sheng)活(huo)垃圾處理(li)收(shou)(shou)(shou)費(fei)(fei)制度(du),合理(li)制定調(diao)(diao)整收(shou)(shou)(shou)費(fei)(fei)標準(zhun)。推行非居民餐廚垃圾計量收(shou)(shou)(shou)費(fei)(fei)。具備條件的(de)地(di)區(qu)探(tan)索建(jian)立農戶生(sheng)活(huo)垃圾處理(li)付費(fei)(fei)制度(du)。完善危險廢棄物處置(zhi)收(shou)(shou)(shou)費(fei)(fei)機制。健全鐵路(lu)貨運(yun)與公(gong)路(lu)掛(gua)鉤的(de)價(jia)格動(dong)(dong)態調(diao)(diao)整機制。清理(li)規(gui)(gui)范(fan)海(hai)運(yun)口岸收(shou)(shou)(shou)費(fei)(fei)。
(十五)完(wan)(wan)善公益性服(fu)(fu)務(wu)價格政策。進(jin)一步完(wan)(wan)善教育(yu)(yu)、養(yang)(yang)老(lao)(lao)、殯葬(zang)、景(jing)區(qu)、公共法律(lv)服(fu)(fu)務(wu)等領域價格政策。鞏固完(wan)(wan)善以政府投入(ru)為(wei)主、多渠道(dao)籌集教育(yu)(yu)經費(fei)(fei)的體制,完(wan)(wan)善學前(qian)教育(yu)(yu)收費(fei)(fei)政策,規范民辦教育(yu)(yu)收費(fei)(fei)。適(shi)應醫養(yang)(yang)結(jie)合(he)、社區(qu)養(yang)(yang)老(lao)(lao)、居家養(yang)(yang)老(lao)(lao)等養(yang)(yang)老(lao)(lao)領域新模式,建立健全養(yang)(yang)老(lao)(lao)服(fu)(fu)務(wu)價格機制,支持(chi)普惠性養(yang)(yang)老(lao)(lao)服(fu)(fu)務(wu)發(fa)展。進(jin)一步完(wan)(wan)善殯葬(zang)服(fu)(fu)務(wu)收費(fei)(fei)政策,規范收費(fei)(fei)行為(wei)。健全景(jing)區(qu)門票價格形成機制,加強景(jing)區(qu)內壟斷性服(fu)(fu)務(wu)價格監管。完(wan)(wan)善公證、仲裁等公共法律(lv)服(fu)(fu)務(wu)價格形成機制。
六、做(zuo)好(hao)組織保障(zhang)
(十六)強(qiang)化(hua)改(gai)革(ge)(ge)(ge)統(tong)籌。嚴格落實(shi)改(gai)革(ge)(ge)(ge)主體責任,統(tong)籌考慮各(ge)領(ling)域(yu)改(gai)革(ge)(ge)(ge)進程,明確改(gai)革(ge)(ge)(ge)時間表、路線(xian)圖、責任人。深入調(diao)查研(yan)究,科學設計改(gai)革(ge)(ge)(ge)方案,廣泛(fan)聽取各(ge)方面意(yi)見(jian),切實(shi)履行法定程序。堅持新(xin)聞宣傳(chuan)與重大價格改(gai)革(ge)(ge)(ge)同(tong)研(yan)究、同(tong)部署、同(tong)實(shi)施,準(zhun)確解讀改(gai)革(ge)(ge)(ge)方案,凝聚改(gai)革(ge)(ge)(ge)共(gong)識。強(qiang)化(hua)部門協同(tong)、上(shang)下聯動(dong),加(jia)強(qiang)工作指導,充分調(diao)動(dong)基層積(ji)極(ji)性,形(xing)成工作合力。
(十七)加強成(cheng)(cheng)(cheng)(cheng)本監(jian)審(shen)(shen)(shen)。堅持(chi)將成(cheng)(cheng)(cheng)(cheng)本監(jian)審(shen)(shen)(shen)作(zuo)為政府制(zhi)定和(he)調(diao)(diao)整(zheng)價(jia)格(ge)的重(zhong)要程(cheng)序,制(zhi)定完善(shan)分行業的成(cheng)(cheng)(cheng)(cheng)本監(jian)審(shen)(shen)(shen)辦法和(he)監(jian)審(shen)(shen)(shen)操作(zuo)規程(cheng),探索建立標準(zhun)成(cheng)(cheng)(cheng)(cheng)本制(zhi)度(du)。組織開展輸(shu)配電(dian)、天然氣(qi)管道(dao)運輸(shu)等重(zhong)點領域成(cheng)(cheng)(cheng)(cheng)本監(jian)審(shen)(shen)(shen)。強化成(cheng)(cheng)(cheng)(cheng)本監(jian)審(shen)(shen)(shen)約束作(zuo)用,逐步引入成(cheng)(cheng)(cheng)(cheng)本激勵機(ji)制(zhi)。建設全國統一(yi)的成(cheng)(cheng)(cheng)(cheng)本監(jian)審(shen)(shen)(shen)調(diao)(diao)查信息系統。
(十八)兜住民生(sheng)底線。把握好(hao)改革的時機、力度,充(chong)分研究論(lun)證社會承受能(neng)力,做好(hao)風險評估,完善配套民生(sheng)保障措(cuo)施。及(ji)時啟動(dong)社會救助和保障標準與物價上漲掛鉤聯動(dong)機制,切(qie)實保障困難群(qun)眾基(ji)本生(sheng)活(huo)。
(十九)完(wan)善(shan)價(jia)格(ge)(ge)法治(zhi)。開展價(jia)格(ge)(ge)法律(lv)法規(gui)后(hou)評估(gu),完(wan)善(shan)價(jia)格(ge)(ge)法治(zhi)體系,推(tui)進價(jia)格(ge)(ge)管理(li)機制(zhi)(zhi)化、制(zhi)(zhi)度化。適(shi)時修訂定(ding)價(jia)目錄(lu)。推(tui)動健(jian)全價(jia)格(ge)(ge)監測(ce)預(yu)警、價(jia)格(ge)(ge)認(ren)證等(deng)領域制(zhi)(zhi)度辦(ban)法。研究完(wan)善(shan)制(zhi)(zhi)止(zhi)牟取暴利的制(zhi)(zhi)度規(gui)定(ding)。
(二十)加強(qiang)能力(li)建(jian)設(she)。加強(qiang)政(zheng)治理論學習,積極開展專業培訓,強(qiang)化(hua)干部配(pei)備,充實工(gong)作力(li)量,提(ti)升價(jia)格(ge)(ge)工(gong)作能力(li)。加強(qiang)成本監審(shen)調查、價(jia)格(ge)(ge)監測、價(jia)格(ge)(ge)認證隊伍建(jian)設(she),堅持守正創新,提(ti)高服務(wu)中心、服務(wu)大局能力(li)。充分(fen)利用(yong)第三方(fang)力(li)量,強(qiang)化(hua)價(jia)格(ge)(ge)領(ling)域重(zhong)大問題、基礎(chu)理論和前(qian)瞻性政(zheng)策研究(jiu)。

問:制定《行動方案》的背景是什(shen)么?
答:習近平總(zong)書記指出(chu)“全面深(shen)化改革是一項復雜的系統(tong)工(gong)程,需要加強頂(ding)層設(she)計和整體謀(mou)劃(hua)”。黨的十(shi)八大(da)以(yi)來,價格(ge)工(gong)作堅持統(tong)籌謀(mou)劃(hua),以(yi)頂(ding)層設(she)計為引領,增(zeng)強改革的系統(tong)性(xing)、整體性(xing)、協(xie)同性(xing)。為深(shen)入推(tui)進改革,2015年10月,中(zhong)(zhong)共中(zhong)(zhong)央、國務院(yuan)印發(fa)《關于推(tui)進價格(ge)機制改革的若干(gan)意見》(中(zhong)(zhong)發(fa)﹝2015﹞28號),全面謀(mou)劃(hua)部署(shu)了“十(shi)三五”時期推(tui)進價格(ge)機制改革的工(gong)作。
為貫徹落實黨(dang)中央、國務院決(jue)策部署,我(wo)委(wei)制(zhi)(zhi)(zhi)定(ding)(ding)了(le)(le)分年度(du)改(gai)革(ge)(ge)計劃,細(xi)化各項重點(dian)改(gai)革(ge)(ge)任務的(de)(de)路線(xian)圖、時間表。在各方面共(gong)同努(nu)力(li)下(xia),“十三五(wu)”期間價(jia)(jia)(jia)(jia)格工作取得突(tu)破性(xing)進(jin)展(zhan):一是(shi)(shi)(shi)主要(yao)(yao)(yao)由(you)市場(chang)(chang)決(jue)定(ding)(ding)價(jia)(jia)(jia)(jia)格機制(zhi)(zhi)(zhi)基(ji)本(ben)完善(shan)。凡是(shi)(shi)(shi)能由(you)市場(chang)(chang)形成(cheng)(cheng)價(jia)(jia)(jia)(jia)格的(de)(de)都交給市場(chang)(chang),截至(zhi)目(mu)前(qian),97%以上的(de)(de)商(shang)品(pin)和(he)服(fu)(fu)務價(jia)(jia)(jia)(jia)格已(yi)由(you)市場(chang)(chang)形成(cheng)(cheng)。二是(shi)(shi)(shi)科學定(ding)(ding)價(jia)(jia)(jia)(jia)制(zhi)(zhi)(zhi)度(du)體系(xi)基(ji)本(ben)建立(li)。推(tui)(tui)進(jin)政(zheng)府(fu)定(ding)(ding)價(jia)(jia)(jia)(jia)項目(mu)清單化,將政(zheng)府(fu)定(ding)(ding)價(jia)(jia)(jia)(jia)范圍主要(yao)(yao)(yao)限(xian)定(ding)(ding)在網絡(luo)型(xing)自(zi)然(ran)壟斷(duan)環(huan)節和(he)重要(yao)(yao)(yao)公用(yong)事業、公益(yi)性(xing)服(fu)(fu)務領(ling)域,建立(li)健全(quan)(quan)以“準許成(cheng)(cheng)本(ben)+合理收(shou)益(yi)”為核(he)心,約束與(yu)激(ji)勵相結合的(de)(de)政(zheng)府(fu)定(ding)(ding)價(jia)(jia)(jia)(jia)機制(zhi)(zhi)(zhi)。三是(shi)(shi)(shi)重點(dian)領(ling)域價(jia)(jia)(jia)(jia)格改(gai)革(ge)(ge)取得新突(tu)破。完成(cheng)(cheng)兩輪輸(shu)配電(dian)價(jia)(jia)(jia)(jia)改(gai)革(ge)(ge),燃(ran)煤(mei)發電(dian)上網電(dian)價(jia)(jia)(jia)(jia)機制(zhi)(zhi)(zhi)改(gai)革(ge)(ge)、天然(ran)氣門(men)站價(jia)(jia)(jia)(jia)格改(gai)革(ge)(ge)等順利出臺,鐵路運價(jia)(jia)(jia)(jia)機制(zhi)(zhi)(zhi)進(jin)一步(bu)完善(shan),公用(yong)事業和(he)公益(yi)性(xing)服(fu)(fu)務價(jia)(jia)(jia)(jia)格改(gai)革(ge)(ge)取得積(ji)極(ji)進(jin)展(zhan),促進(jin)綠色(se)發展(zhan)的(de)(de)價(jia)(jia)(jia)(jia)格機制(zhi)(zhi)(zhi)逐步(bu)健全(quan)(quan)。四是(shi)(shi)(shi)降(jiang)成(cheng)(cheng)本(ben)超(chao)1萬億元(yuan)。通(tong)過(guo)降(jiang)低企(qi)業用(yong)能、物流成(cheng)(cheng)本(ben)和(he)收(shou)費負(fu)擔(dan),不斷(duan)釋(shi)放(fang)改(gai)革(ge)(ge)紅利,已(yi)累計為全(quan)(quan)社會減負(fu)超(chao)過(guo)1萬億元(yuan)。五(wu)是(shi)(shi)(shi)保(bao)供穩價(jia)(jia)(jia)(jia)成(cheng)(cheng)效顯(xian)著。重要(yao)(yao)(yao)民生商(shang)品(pin)價(jia)(jia)(jia)(jia)格調控(kong)機制(zhi)(zhi)(zhi)不斷(duan)完善(shan),經受住了(le)(le)新冠肺(fei)炎和(he)非洲豬瘟疫情的(de)(de)沖擊和(he)考驗。總的(de)(de)看(kan),上述(shu)舉措極(ji)大地激(ji)發了(le)(le)市場(chang)(chang)主體活力(li),有力(li)保(bao)障了(le)(le)市場(chang)(chang)供應;有效促進(jin)了(le)(le)要(yao)(yao)(yao)素自(zi)由(you)流動,切實提高了(le)(le)資源(yuan)配置效率;助力(li)產業結構調整(zheng),推(tui)(tui)動了(le)(le)經濟社會綠色(se)轉型(xing)。

答:《行動(dong)方案》對標對表黨的(de)十九(jiu)屆五(wu)中全(quan)會精神和“十四五(wu)”規(gui)劃《綱要(yao)(yao)》部署,在(zai)總(zong)結評估“十三五(wu)”期(qi)間改(gai)革實施情(qing)況,深刻分析國內外形勢變(bian)化的(de)基礎上,明確(que)了“十四五(wu)”時期(qi)深化價(jia)格(ge)機制(zhi)(zhi)改(gai)革的(de)總(zong)體目標,即到2025年,競(jing)爭性領域和環(huan)(huan)節價(jia)格(ge)主(zhu)要(yao)(yao)由市(shi)場(chang)決定,網(wang)絡型自(zi)然壟斷環(huan)(huan)節科學定價(jia)機制(zhi)(zhi)全(quan)面確(que)立(li),能源資源價(jia)格(ge)形成(cheng)機制(zhi)(zhi)進一步完善(shan),重要(yao)(yao)民生商品價(jia)格(ge)調控機制(zhi)(zhi)更(geng)加健全(quan),公共服務價(jia)格(ge)政策基本(ben)完善(shan),適(shi)應高質量發展要(yao)(yao)求的(de)價(jia)格(ge)政策體系基本(ben)建立(li)。

問:《行動方案》提出“助力(li)‘碳(tan)達(da)峰、碳(tan)中和’目標實現”,請問具體有哪些重點舉措?
答:“十三(san)五”以來(lai),國家按照“管(guan)住中間(jian)、放(fang)(fang)開兩(liang)頭(tou)”的(de)改(gai)革(ge)思路(lu),持續深化能源(yuan)價(jia)(jia)格改(gai)革(ge),輸配電、天然氣管(guan)道運輸等(deng)(deng)領(ling)域價(jia)(jia)格成本監管(guan)不(bu)斷加強,取得(de)歷史性成就;競爭性環節價(jia)(jia)格逐步放(fang)(fang)開由市(shi)場(chang)(chang)(chang)形成,極(ji)大地激(ji)發(fa)了(le)市(shi)場(chang)(chang)(chang)主體活(huo)力。其中,圍繞推(tui)動綠色低(di)碳(tan)發(fa)展,國家不(bu)斷推(tui)進電力市(shi)場(chang)(chang)(chang)化改(gai)革(ge),完善風電、光伏發(fa)電等(deng)(deng)新能源(yuan)上網電價(jia)(jia)政(zheng)策,出(chu)臺支持燃(ran)煤發(fa)電機組超低(di)排放(fang)(fang)改(gai)造的(de)電價(jia)(jia)政(zheng)策,對(dui)鋼鐵、水泥等(deng)(deng)高耗能行業(ye)實行差別(bie)化電價(jia)(jia)政(zheng)策,取得(de)了(le)明(ming)顯成效。
但是,我國能(neng)(neng)源(yuan)(yuan)(yuan)結(jie)構(gou)轉(zhuan)型(xing)的(de)(de)(de)(de)任務(wu)依然十(shi)分艱(jian)巨。去年(nian),我國正式宣布將力(li)(li)爭2030年(nian)前(qian)實(shi)現碳達(da)(da)峰、2060年(nian)前(qian)實(shi)現碳中和,即用(yong)10年(nian)、40年(nian)左右的(de)(de)(de)(de)時間(jian),有(you)序推(tui)(tui)進(jin)目標實(shi)現。“十(shi)四五”時期深(shen)化(hua)(hua)能(neng)(neng)源(yuan)(yuan)(yuan)價(jia)格(ge)(ge)改(gai)革(ge)將緊緊圍(wei)繞“碳達(da)(da)峰、碳中和”目標,在充(chong)分考慮相(xiang)關(guan)(guan)方(fang)面承受能(neng)(neng)力(li)(li)的(de)(de)(de)(de)基礎上,發揮價(jia)格(ge)(ge)機(ji)(ji)(ji)制的(de)(de)(de)(de)激勵、約(yue)束(shu)作用(yong),促進(jin)經濟社會發展全面綠色轉(zhuan)型(xing)。為此,《行動(dong)方(fang)案》從能(neng)(neng)源(yuan)(yuan)(yuan)供給、消(xiao)(xiao)費(fei)兩方(fang)面提出(chu)了重點舉(ju)措(cuo):一是促進(jin)能(neng)(neng)源(yuan)(yuan)(yuan)供給結(jie)構(gou)低碳轉(zhuan)型(xing)。持續深(shen)化(hua)(hua)水(shui)電(dian)(dian)(dian)(dian)、核電(dian)(dian)(dian)(dian)、天然氣(qi)發電(dian)(dian)(dian)(dian)等上網電(dian)(dian)(dian)(dian)價(jia)市場(chang)化(hua)(hua)改(gai)革(ge),完(wan)(wan)(wan)善(shan)風電(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)價(jia)格(ge)(ge)形成(cheng)機(ji)(ji)(ji)制,落實(shi)新(xin)(xin)出(chu)臺的(de)(de)(de)(de)抽(chou)水(shui)蓄能(neng)(neng)價(jia)格(ge)(ge)機(ji)(ji)(ji)制,建立(li)新(xin)(xin)型(xing)儲能(neng)(neng)價(jia)格(ge)(ge)機(ji)(ji)(ji)制,推(tui)(tui)動(dong)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)及相(xiang)關(guan)(guan)儲能(neng)(neng)產業發展。繼續推(tui)(tui)進(jin)輸(shu)配(pei)電(dian)(dian)(dian)(dian)價(jia)改(gai)革(ge),理順(shun)輸(shu)配(pei)電(dian)(dian)(dian)(dian)價(jia)結(jie)構(gou),提升電(dian)(dian)(dian)(dian)價(jia)機(ji)(ji)(ji)制靈(ling)活性,促進(jin)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)(yuan)就近消(xiao)(xiao)納,以及電(dian)(dian)(dian)(dian)力(li)(li)資(zi)源(yuan)(yuan)(yuan)在更大范圍(wei)的(de)(de)(de)(de)優(you)化(hua)(hua)配(pei)置。二是推(tui)(tui)動(dong)能(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)(xiao)費(fei)結(jie)構(gou)優(you)化(hua)(hua)。完(wan)(wan)(wan)善(shan)針對(dui)高耗能(neng)(neng)、高排放行業的(de)(de)(de)(de)差別電(dian)(dian)(dian)(dian)價(jia)、階(jie)梯電(dian)(dian)(dian)(dian)價(jia)等綠色電(dian)(dian)(dian)(dian)價(jia)政策,加大實(shi)施(shi)力(li)(li)度(du)(du),促進(jin)節(jie)能(neng)(neng)減碳。降(jiang)低岸電(dian)(dian)(dian)(dian)使用(yong)服務(wu)費(fei),推(tui)(tui)動(dong)長江經濟帶沿線港(gang)口全面使用(yong)岸電(dian)(dian)(dian)(dian)。完(wan)(wan)(wan)善(shan)居民(min)階(jie)梯電(dian)(dian)(dian)(dian)價(jia)制度(du)(du),引導(dao)節(jie)約(yue)用(yong)電(dian)(dian)(dian)(dian),優(you)化(hua)(hua)電(dian)(dian)(dian)(dian)力(li)(li)消(xiao)(xiao)費(fei)行為。完(wan)(wan)(wan)善(shan)天然氣(qi)管道(dao)運輸(shu)價(jia)格(ge)(ge)形成(cheng)機(ji)(ji)(ji)制,穩步推(tui)(tui)進(jin)天然氣(qi)門站價(jia)格(ge)(ge)市場(chang)化(hua)(hua)改(gai)革(ge)。
問:近(jin)年來,民(min)生商品保供(gong)穩價(jia)受到社(she)會(hui)各界廣(guang)泛關注(zhu),“十四(si)五”時期有哪(na)些新舉措?
答:保障糧油(you)肉蛋菜等重(zhong)(zhong)要(yao)(yao)民生商(shang)品(pin)生產供(gong)(gong)應和(he)價(jia)(jia)格(ge)穩定,事關人民群眾基本生活(huo),意義重(zhong)(zhong)大(da),黨中央、國(guo)務(wu)院高度(du)重(zhong)(zhong)視此項(xiang)工(gong)作。“十(shi)三五”期(qi)間,我(wo)國(guo)農業(ye)生產條件顯著(zhu)改(gai)善(shan),全國(guo)大(da)市場(chang)不(bu)斷發(fa)展壯大(da),重(zhong)(zhong)要(yao)(yao)民生商(shang)品(pin)供(gong)(gong)給保障能力大(da)幅提高,價(jia)(jia)格(ge)運行總(zong)體(ti)平(ping)穩。但也要(yao)(yao)清醒地認識到,重(zhong)(zhong)要(yao)(yao)民生商(shang)品(pin)保供(gong)(gong)穩價(jia)(jia)工(gong)作仍然面臨諸多(duo)風險挑戰(zhan),此前的非洲豬(zhu)瘟和(he)新(xin)冠肺炎(yan)疫情(qing)對部分商(shang)品(pin)的生產流通和(he)價(jia)(jia)格(ge)造(zao)成一(yi)定沖擊,給我(wo)們敲響了警鐘。為更(geng)好保障重(zhong)(zhong)要(yao)(yao)民生商(shang)品(pin)的有(you)效(xiao)供(gong)(gong)給和(he)價(jia)(jia)格(ge)總(zong)體(ti)平(ping)穩,我(wo)委(wei)會(hui)同有(you)關部門研究提出了關于(yu)完(wan)善(shan)重(zhong)(zhong)要(yao)(yao)民生商(shang)品(pin)價(jia)(jia)格(ge)調控機制(zhi)的意見,已經中央全面深化改(gai)革委(wei)員會(hui)第十(shi)八(ba)次(ci)會(hui)議審議通過。
“十四五”時期(qi),重要(yao)民生商品(pin)保(bao)供(gong)(gong)穩(wen)(wen)價(jia)(jia)工(gong)作以落實上(shang)述相關意見為(wei)抓手,堅持(chi)系統(tong)治理,著力補短板、強(qiang)(qiang)弱項,構建起重要(yao)民生商品(pin)保(bao)供(gong)(gong)穩(wen)(wen)價(jia)(jia)的“四梁八柱”,促(cu)進產(chan)供(gong)(gong)儲銷各環節有效銜(xian)接(jie),提(ti)升保(bao)供(gong)(gong)穩(wen)(wen)價(jia)(jia)能力和(he)水(shui)(shui)平。為(wei)此,《行(xing)動方案(an)》提(ti)出(chu)以下重點(dian)舉措:一是(shi)健全(quan)價(jia)(jia)格監測預(yu)測預(yu)警(jing)系統(tong),增強(qiang)(qiang)保(bao)供(gong)(gong)穩(wen)(wen)價(jia)(jia)工(gong)作的前(qian)瞻性,牢牢把握主動權;二(er)是(shi)加強(qiang)(qiang)重要(yao)民生商品(pin)價(jia)(jia)格調(diao)(diao)(diao)控(kong),完(wan)善突發應急調(diao)(diao)(diao)控(kong)機制,健全(quan)以儲備調(diao)(diao)(diao)控(kong)、進出(chu)口調(diao)(diao)(diao)節為(wei)主的調(diao)(diao)(diao)控(kong)手段,豐(feng)富和(he)優化(hua)政策(ce)(ce)工(gong)具箱;三(san)是(shi)堅持(chi)稻谷、小麥(mai)最低(di)收購價(jia)(jia)政策(ce)(ce)框架不動搖,著力增強(qiang)(qiang)政策(ce)(ce)靈活性和(he)彈性,合理調(diao)(diao)(diao)整最低(di)收購價(jia)(jia)水(shui)(shui)平,守住(zhu)糧食安全(quan)底線,筑牢保(bao)供(gong)(gong)穩(wen)(wen)價(jia)(jia)基礎。
問:《行動方案(an)》在促進水資源節約和水環境保護(hu)方面有哪些(xie)亮(liang)點?
答:我國(guo)(guo)是(shi)一個水(shui)(shui)(shui)資源(yuan)嚴重短缺的(de)國(guo)(guo)家,人均(jun)水(shui)(shui)(shui)資源(yuan)量僅為世界平均(jun)水(shui)(shui)(shui)平的(de)四分之一左右。為推動節水(shui)(shui)(shui)減排(pai),“十三五(wu)”以來(lai),國(guo)(guo)家深入推進農(nong)業(ye)水(shui)(shui)(shui)價綜合改革,促進農(nong)業(ye)節水(shui)(shui)(shui),目前累計實施面積已超過4.3億畝;完善(shan)城鎮供水(shui)(shui)(shui)價格機制(zhi),引導(dao)高耗(hao)水(shui)(shui)(shui)行業(ye)和用水(shui)(shui)(shui)大戶節水(shui)(shui)(shui);健全污水(shui)(shui)(shui)處(chu)理(li)收(shou)費政策,超過90%的(de)設市城市污水(shui)(shui)(shui)處(chu)理(li)費標(biao)準已基本覆蓋成本并合理(li)盈利。

問:公(gong)(gong)共服務關系人民群(qun)眾切身利(li)益,下一(yi)步在公(gong)(gong)共服務價格方面將推出哪些重點舉措?
答:教育、養老、景(jing)區(qu)、城(cheng)市基礎設施(shi)等公共服務(wu)與人(ren)民群眾生活密切相關(guan)。近年來(lai),國(guo)家(jia)(jia)加快完善公共服務(wu)價格機(ji)制,指導各地建立健全景(jing)區(qu)門(men)票價格形成(cheng)機(ji)制,推動全國(guo)1000多家(jia)(jia)重點國(guo)有景(jing)區(qu)降低門(men)票價格;聚焦人(ren)民群眾反映較為集(ji)中的水(shui)電氣暖相關(guan)收費(fei)問題,制定出臺(tai)《關(guan)于清理規范城(cheng)鎮(zhen)供水(shui)供電供氣供暖行(xing)業收費(fei) 促進行(xing)業高質量發展的意見》,推動清費(fei)順價、提升服務(wu)質量。
隨著人民(min)群眾(zhong)生活(huo)水平的(de)(de)提高,對公(gong)共(gong)服(fu)(fu)(fu)務(wu)(wu)供(gong)給提出了更高要求(qiu)。“十四五(wu)”時期,國家將(jiang)指導各地(di)加快(kuai)推(tui)(tui)進公(gong)共(gong)服(fu)(fu)(fu)務(wu)(wu)價格(ge)(ge)改(gai)革,推(tui)(tui)動補短板(ban)、強弱(ruo)項,持續提升(sheng)公(gong)共(gong)服(fu)(fu)(fu)務(wu)(wu)供(gong)給質量效率,增強人民(min)群眾(zhong)獲得感、幸福感:一是(shi)完善(shan)學前(qian)教育(yu)收費(fei)(fei)政(zheng)策,規(gui)(gui)(gui)范(fan)(fan)民(min)辦教育(yu)收費(fei)(fei)。二是(shi)適應(ying)醫養(yang)結合、社區(qu)養(yang)老、居(ju)家養(yang)老等(deng)養(yang)老領域新模(mo)式(shi),建(jian)立健全養(yang)老服(fu)(fu)(fu)務(wu)(wu)價格(ge)(ge)機制(zhi)(zhi),支持普惠性養(yang)老服(fu)(fu)(fu)務(wu)(wu)發(fa)展。三是(shi)進一步完善(shan)殯葬服(fu)(fu)(fu)務(wu)(wu)收費(fei)(fei)政(zheng)策,規(gui)(gui)(gui)范(fan)(fan)收費(fei)(fei)行為(wei)(wei)。四是(shi)健全景(jing)區(qu)門票價格(ge)(ge)形成(cheng)機制(zhi)(zhi),加強景(jing)區(qu)內壟斷性服(fu)(fu)(fu)務(wu)(wu)價格(ge)(ge)監管。五(wu)是(shi)認(ren)真落實清理(li)(li)(li)(li)規(gui)(gui)(gui)范(fan)(fan)城(cheng)鎮供(gong)水供(gong)電供(gong)氣供(gong)暖行業收費(fei)(fei)的(de)(de)要求(qiu),清理(li)(li)(li)(li)取消不合理(li)(li)(li)(li)收費(fei)(fei),加快(kuai)完善(shan)價格(ge)(ge)形成(cheng)機制(zhi)(zhi),嚴(yan)格(ge)(ge)規(gui)(gui)(gui)范(fan)(fan)價格(ge)(ge)收費(fei)(fei)行為(wei)(wei)。六是(shi)推(tui)(tui)動縣級(ji)以(yi)上地(di)方政(zheng)府建(jian)立生活(huo)垃圾處(chu)理(li)(li)(li)(li)收費(fei)(fei)制(zhi)(zhi)度(du),合理(li)(li)(li)(li)制(zhi)(zhi)定調整收費(fei)(fei)標準。推(tui)(tui)行非居(ju)民(min)餐廚垃圾計(ji)量收費(fei)(fei)。具備條件的(de)(de)地(di)區(qu)探(tan)索建(jian)立農戶生活(huo)垃圾處(chu)理(li)(li)(li)(li)付費(fei)(fei)制(zhi)(zhi)度(du)。
